Library Board Meeting

August 12, 2020

Present: Carolina de Ryk (CdR), Glenn Groulx (GG), Chelsea Keays (CK), Stephanie Lysyk (SL), Dale White (DW), Andrea Wilmot (AW), Joe Zelwietro (JZ-Chief Librarian)

Regrets: Cary Dalton (CD), Nick Adey (NA)

Meeting commenced at 7:03 pm.
  • Motion to accept Consent Agenda by DW, seconded by CdR, passed
  • Request to add two items to Discussion Agenda (ElectionsBC request and City of Prince Rupert Positive COVID-19 test Policy). Approved.
  • Discussion about COVID-19 matters
    • Library is considering the City of Prince Rupert’s Positive COVID-19 policy in development of it’s own policy.
    • Library budget will be used to purchase masks for staff. Masks are still optional for staff. Masks will be purchased now, because in Phase 3 (hopefully occurring on Aug. 26, 2020) the public will be coming in and the masks will provide some protection if physical distancing can NOT be maintained and with the recently passed COVID-19 regulations passed by Provincial government, Libraries will be protected from civil liability if staff catch COVID-19 while wearing Library supplied masks and the Library’s Safety Plan includes masks usage training guides which all staff will be required to understand before using the supplied masks.
    • The Library has also purchased 10 face shields for staff to wear as an option as well.
    • Library Re-Opening working group is nearing completion of our Safety Plan.
    • Plexiglass installation being done in-house, progressing but slowly
    • Library’s goal for entering Phase 3 is August 26, 2020
  • Library Budget for 2021 due date is September 18, 2020. JZ will provide the Board three options in late August.
  • The Library’s summer student, Summer Reading Club Coordinator, had to resign for health reasons this past July. Library will carry on with the Summer reading club as best as possible.
  • Library Board discussed the COVID-19 Regulations recently passed by Provincial government. Our Library Board Chairperson will confirm with the BCLTA (BC Library Trustees Association) that these regulations do include public libraries.
  • The Library received a request from an ElectionsBC official that the Library host Advance Voting in a possible Fall 2020 provincial election. The Library and ElectionsBC have done this before and it went well. Trustees and management agree that as long as ElectionsBC follows the provincial COVID-19 safety directives the Library will host the poll.
